About Bouteducation

Bouteducation is an independent research and educational publishing project. The work explores how the everyday weather information people consume — the temperatures on news broadcasts, the daily highs in climate records, the readings on weather apps — is actually generated. The aim is to produce written explanations of the surface weather observation system that a curious general reader can understand, with the broader goal of making weather data more transparent and easier to interpret for the public.

The Person Behind It

Luther Yoo

A software engineer with a long-running personal interest in how data moves through public infrastructure, and a particular fascination with the National Weather Service's surface observation system — a network that quietly produces the foundational measurements behind nearly every weather product the public sees. The Bouteducation work is conducted in personal time, out of personal curiosity, and intended to share what's learned in accessible form.

The audience is general readers who are weather-curious or weather-skeptical, students of earth and atmospheric science, journalists who write about weather and climate, educators who teach about data and measurement, and software developers who build on public weather data. Content is written to be accessible without specialized meteorology training while remaining technically accurate.

The project draws on publicly available data and documentation from the National Oceanic and Atmospheric Administration (NOAA), the National Weather Service, the NOAA Meteorological Assimilation Data Ingest System, and the Iowa Environmental Mesonet community archive. All published content credits these sources and complies with applicable data-use policies. Bouteducation is not affiliated with NOAA or any commercial weather service. The project does not redistribute raw observational data, does not operate a real-time public weather dashboard or data API, and is not a commercial service. Educational content reflects the author's personal analysis and interpretation of publicly available information.
